We Do Democracy will next design and organize the citizen gathering, which can be followed on www.lynetteholm.borgersamling.dk, where citizens and stakeholders can contribute to the process when the platform opens for public participation.
The Citizens’ Assembly works independently and will be secretariat-managed by We Do Democracy, ensuring arm’s length and transparency in line with the OECD Guidelines for Deliberative Democracy. The design of the citizen collection will build on our good experiences from e.g. Copenhagen, Albertslund and Rudersdal.
- The members of the Citizens’ Assembly will be tasked with creating a vision and making recommendations for the development of the future district in Copenhagen.
- The recommendations of the citizens’ assembly will form the basis for the subsequent political decision-making process for the vision for Lynetteholm, including environmental assessment, planning process and public consultations.
- Citizens’ assembly on Lynetteholm is composed in a representative manner. Statistics Denmark will be responsible for sending out invitations via e-Boks to between 5,000-10,000 citizens in Greater Copenhagen and ensure a stratified random draw so that approximately 60 citizens are selected as members of the citizen collection.
- The final selection criteria are expected to be based on gender, age, education and place of residence, so that the citizen assembly members reflect the population across the entire city.
- The final design, format and job description for the citizen collection will be developed in the coming months. The citizens’ assembly is expected to be established in early 2022.
- The Citizens’ Assembly will meet in a series of sessions over several days and will be able to draw on the knowledge and subject matter expertise of an associated independent subject matter expert group. All interested citizens, associations and organizations in the city will be able to contribute with knowledge, input and party contributions – before and during the gatherings on the digital platform www.lynetteholm.borgersamling.dk. The public will also be able to participate in an open citizens’ meeting as part of the citizen gathering process and as observers without speaking rights at the physical gatherings.
- In Denmark, the first citizen gatherings have been implemented in municipalities such as Copenhagen, Albertslund and Rudersdal. In addition, the first part of the government’s Climate Parliament has been implemented. Cities in North America, Australia and Europe have held numerous Citizens’ Assemblies over the past fifteen years and most recently, the Paris City Council held its first Citizens’ Assembly in Paris, France. On October 14th this year, it was decided to set up a permanent citizens’ council to advise the city council on all major decisions in the future.
